HSE & Quality
Engineered for quality. Managed for safety.
Every project runs to a project quality plan and a project HSE plan, with inspection and test plans and permit controls on every site.
Quality Assurance / Quality Control
Project Quality Plan VEM-QC-PP-001
The Quality Assurance / Quality Control (QA/QC) Project Plan, document VEM-QC-PP-001 (Revision 00, October 2026), is the principal quality management document for each project. It sets a clear, effective system for controlling the quality of MEP works: quality policies and objectives, established procedures, assigned duties and authority, and inspection, testing and audit programmes to verify that required standards are met. QA/QC activities are planned in advance, including records and approvals, before the associated work starts.
Its scope runs from kick-off to final completion and handover, covering project management, planning, engineering coordination and shop drawings; procurement, subcontracting, delivery, receiving and storage; installation of electrical, HVAC, plumbing and drainage, fire fighting, fire alarm and extra-low-voltage systems; and testing, commissioning, handover, documentation and the defects liability period. Major sub-contractors and suppliers must comply with the quality requirements for their scope. The plan is prepared to meet the contract documents and the principles of ISO 9001:2015.
How quality is controlled
- Controlled project documentation and numbering system; control of quality records.
- Material receiving inspection against purchase order, delivery note and approved submittal.
- Inspection and test plans (ITPs) with hold and witness points by discipline.
- Calibrated test instruments with traceable certificates; out-of-calibration equipment removed from use.
- Control of non-conforming work (NCRs with root cause, corrective and preventive action, agreed closure periods).
- Internal audits at planned intervals and monthly quality reporting.
Quality objectives and targets
- Material and work inspections approved at first submission — 90% or better.
- Milestones met on programme.
- Zero open NCRs past their closure date.
- Rejected submittals resubmitted within 7 working days — 100%.
- Test and measuring equipment in calibration when used — 100%.
- Operatives and supervisors trained or briefed before starting — 100%.
- No unresolved client complaint at milestones or handover.
The QA/QC Engineer establishes, implements and maintains the quality management system on the project and has authority to stop work or reject material that does not conform.
Health, Safety & Environment
HSE Project Plan VEM-HSE-PP-001
The Health, Safety and Environment (HSE) Project Plan, document VEM-HSE-PP-001 (Revision 00, October 2026), is written to align with ISO 45001:2018 principles and with UAE and Abu Dhabi laws, regulations, codes and standards plus applicable international standards named in the specification.
Policy and objectives
- Eliminate occupational injuries and illnesses and achieve zero incidents.
- Meet every statutory HSE requirement and strive to exceed client expectations.
- Ensure all personnel are competent for their assigned tasks.
- Ensure safety concerns can be raised at every level.
- Achieve zero environmental incidents.
- Ensure every employee returns home at the end of the working day in sound physical condition.
A signed copy of the policy is displayed in site offices and welfare facilities and presented at every worker's site HSE induction.
Measurable targets
- Fatalities: 0 · Lost Time Injuries: 0 · Environmental incidents (spills, unauthorised discharge): 0.
- HSE induction completed before site access: 100%.
- Toolbox talks weekly, all crews.
- Corrective actions closed by agreed date: 100%.
- Emergency drills at least one per quarter. Reviewed monthly (drills quarterly, induction and toolbox talks weekly).
Core controls
- Defined HSE roles, job hazard analysis (JHA) and a permit-to-work (PTW) system.
- Induction plus job-specific training and competency certification.
- Heat-stress prevention, including the UAE summer midday work ban (no outdoor work 12:30–15:00 during the period set by UAE regulation), shaded rest areas and cool water.
- Noise, respiratory, hazardous-materials, water and sanitation, and smoking controls; PPE specific to the hazard.
- Ladders, cranes and lifting, housekeeping and manual-handling rules.
- First-aid, medical transport, evacuation and emergency procedures.
- Waste segregation, spill prevention and responsible disposal.
- Full investigation of all accidents and near-misses with formal incident reporting.
